Zelimkhan Mutsoev, the only Kurdish parliamentarian in Russia, has won a seat for the seventh time as an independent candidate in the Pervouralsk constituency, securing a large majority of votes in the elections.

Russia’s parliamentary elections were held on September 18, 19, and 20, 2026, with more than 3,100 candidates competing for 450 seats. 

The Pervouralsk constituency in Russia is predominantly populated by Russians and other ethnic groups. However, because of the prominent services Mutsoyev has provided to the region, local residents have rewarded him with a majority of the vote on all seven occasions, sending him as their representative to the Russian Federal Parliament.

Mutsoev was born on October 13, 1959, in Tbilisi, the capital of Georgia, and in 1989 he graduated from the College of Economics and Construction Organization in Volgograd.

In 1999, he was first elected as an independent candidate from the Pervouralsk constituency to the Russian parliament. In the September 2026 election, he set a new record by securing the majority of votes in the Pervouralsk constituency for the seventh time, and will once again serve as a member of Russia’s State Duma for a five-year term.

Moreover, in 2016 he held the 86th place in the Forbes ranking of the 200 wealthiest businessmen in Russia.
